National Seminar on Skill Entrepreneurship and Development

Concept Note

India is the Youth hub of the world, as per population statistics and demography To feed the development need of India and grease the engine of the world economy, unleashing of entrepreneurial laxity is a must Without doing so, our dependency on limited entrepreneurial class and unlimited challenges for faster growth and development of economy and material well being of the masses, may foster disappointments and discords If we look around, we do find the era of lost opportunities, where in spite of robust economic reforms, a scenario of poor employment figures or even under employment, is looming large, both in the rural, semi urban or urban India Interestingly, education sector enrolment up to pre university level and in higher education, especially with the mushrooming of private liberal and technical educational institutions, have rather added to this a critical mass of highly educated yet unemployed, foot loose labour.

Why did this happen? Possibly, due to i poor quality of education and training or ii) leading skill deficit in educational curriculum Entrepreneurship, in this context, may be seen as crucial to the overall development of any nation and in recent years it has gained prominence with the active involvement of the government in promoting skill sets through measures like setting up of the Ministry for Skill Development Entrepreneurship ( National Skill Development Mission, National Policy for Skill Development Entrepreneurship 2015 Pradhan Mantri Kaushal Vikas Yojana ( scheme and the Skill Loan scheme These initiatives have reiterated the relationships between entrepreneurship and skills The core focus of MSDE has been to enhance the employability of the youth of the nation, through skill development Entrepreneurship emerges from an individual’s creative spirit into long term business ownership, employment creation, capital formation and economic security Entrepreneurial skills are essential for industrialization and for alleviation of mass unemployment and poverty India’s first National Policy for Skill Development Entrepreneurship 2015 launched to rejuvenate India’s skill ecosystem India’s first National Skill Development Mission to scale up skill initiatives Skill India Campaign was launched by our Hon'ble Prime Minister on 15 July 2015 on the occasion of the first ever World Youth Skills Day It also included the launch of the National Skill Development Mission and unveiling of the new National Policy for Skill Development and Entrepreneurship

It is therefore, that we propose a seminar to understand the skilling and entrepreneurship performance of our country In fact, the above mentioned initiatives of the government has mostly envisaged Entrepreneurship, as the process of designing, launching and running a new business, which usually begins as a small business, such as a start up company, offering a product, process or service for sale or hire In fact, more often than not, entrepreneurship development, has put in place, a process of improving the skills and knowledge of entrepreneurs and enhancing their ability to develop, manage and organize marketing by considering the risks involved Hence, keeping in mind the complexities involved and the multi disciplinary nature of the concept of entrepreneurship and its implications on development, the following sub themes have been identified for deliberations during the seminar

  • SHGs, Community Participation and Skill Development
  • Entrepreneurship Initiatives and issues of Governance
  • Skill Development and Entrepreneurship in Bihar
