‘Regulations’ means the Regulations made by any authority of the university under Central Universities Act – 2009, for the time being in force. This Act allows the authority of the university to make Regulations, consistent with the Act for the conduct of their own business and that of the Committees, if any, appointed by them and not provided for by this Act, The Statutes or the Ordinances, in the manner prescribed by the Statutes.

Salient Features of Academic Curriculum

1. Current Academic Programmes: In the academic year 2014-15 following courses are being offered: four Integrated UG programmes, viz., BA.BEd., BSc.BEd., BA.LLB (Hons)., BSc.LLB (Hons)., and 16 PG programmes, viz., MSc in Bioinformatics, MSc in Biotechnology, MSc in Computer Science, MTech in Computer Science, MSc in Environmental Science, MSc in Mathematics, MSc in Life Science, MSc in Statistics, MA in Communication and Media Studies, MA in Development Studies, MA in Economics, MA in English, MA in Hindi, MA in Political Science and International Relations, MA in Psychology, and MA in Sociology. In addition, the university also offers Integrated MPhil – PhD Programmes in six subjects, viz., Life Science, Bioinformatics, Mathematics, Statistics, Economics, and Political Science and International Relations, having high weightage in taught part of respective courses.

2. Semester System: Semester system is followed in all of the academic programmes in order to enlarge curricular space and encourage more learning opportunities. Moreover, the latter enhances the ability to accommodate diverse choices that dynamic and motivated students may like to have. The decisions regarding faculty-to-students contact hours during a semester in different programmes; the decision regarding the credit system determining the quantum of class room learning hours; elements of participatory teaching-learning process; field-work; lab-work; and, other curricular work are taken by various academic bodies of the university.

3. Choice-Based Credit System (CBCS): It has some unique features, such as enhanced learning opportunities, ability to match student's scholastic needs and aspirations, horizontal intra-, and inter-School/ Centre mobility of students, inter-institutional transferability of students, improvement in educational quality and excellence, flexibility for working students to complete the programme over an extended period of time, innovation and comparability of educational programmes across the country. CBCS will facilitate vertical integration of knowledge and holistic development of self.

4. Evaluation System: 'Continuous Internal Evaluation' is the central feature of the evaluation system in this university. A teacher who offers the course is the best person to assess performance of the students. However, there is the end-semester evaluation. And, to ensure transparency, fairness, and accountability appropriate mechanisms have been devised.

5. Infrastructure and ambience: All appropriate steps are taken to create and maintain infrastructure required for quality teaching and research.

6. Psychological Counselling and Guidance Services: Like physical health, mental health determines efficiency and productivity. Mental health is critically important to teaching-learning processes, creativity and congenial environment in academic institutions. The university adopts a forward looking approach and provides psychological counselling and guidance services to the students, faculty and employees. Innovative programmes, such as 'Crises Intervention Programmes' and 'Community Mental Health Programme' are planned to be developed.

7. Governance: The university has been evolving dynamic, transparent, equal-opportunity governance, and need based capacity-building system. It had been moving towards e-governance and continuous training of the personnel to make the university system ‘user-friendly’. Professional enrichment of education administrators would become a necessary component for the capacity building of the university administration.

8. Planning, Monitoring and Evaluation: The ‘Internal Quality Assurance Cell’ is to ensure progressive improvement in efficiency of the university administration. The Planning, Development and Monitoring Board (PDMB) with appropriate powers and functions is instituted following UGC guidelines.

9. Admission and its National Character: UGC guidelines are followed in the university admission process. Efforts are made to have students from all over the country. And, to achieving the same, entrance test is conducted on an all-India basis through CUSBET (Central University of South Bihar Entrance Test)

The Central University of Bihar (CUB) is one amongst the 16 new Central Universities established by the Government of India under the Central Universities Act, 2009 (Section 25 of 2009). The first Vice-Chancellor Prof. Janak Pandey joined on 2nd March, 2009 and started functioning from a single room at Hindi Bhawan in Patna. Since then the university has made a steady progress in terms of academic achievements; the numbers of courses being taught; faculty; staff members; computer lab; media lab; science labs; and equipping the classrooms for e-learning.

The university began its academic activities with the MA Programme in Development Studies, in 2009. Till date, the university has been able to offer four Integrated undergraduate (UG) programmes, 16 postgraduate (PG) programmes, and 11 Integrated MPhil – PhD Programmes. The university at present is running its academic programmes from two rented premises in Patna and Gaya.

On February 27, 2014 the foundation stone of the university was laid down by Chancellor and Lok Sabha Speaker Hon’ble Smt. Meira Kumar at its 300-acre land in Panchanpur, Gaya, provided by the Government of India, enabling the university to construct the campus.

2009 - 10: The university made its beginning by establishing the Centre for Development Studies under the School of Social Sciences and Policy, and launched the PG Programme.

2010 - 11: Five more PG Programmes in, viz., Biotechnology, Computer Science, Environmental Sciences, Mathematics, and Statistics were launched.

2011 - 12: Three more PG Programmes, viz., Bioinformatics, Communication and Media Studies, and Psychology were added.

2012 - 13: Seven more PG Programmes started, viz., Life Science, Economics, English, Hindi, Political Science and International Relations, Sociology, and MTech in Computer Science.

2013 - 14: Integrated BA. BEd; Integrated BSc. BEd; Integrated BA. LLB (Hons); Integrated BSc. LLB (Hons); and Integrated MPhil – PhD programmes began.

First Convocation held on 26th September, 2013 (Thursday): The First Convocation was graced by Hon’ble Shri M. Hamid Ansari, Vice President of India as Chief Guest. Hon’ble Smt. Meira Kumar, Chancellor of the University and Speaker, Lok Sabha attended the convocation along with the Chief Minister of Bihar, Hon’ble Nitish Kumar; the Education Minister of Government of Bihar, Hon’ble Shri P. K. Shahi; and many other distinguished guests. A total of 156 graduates of the first three batches since the inception of CUB in 2009 were awarded the Degrees by the dignitaries.

Foundation Stone Laying on 27th February, 2014 (Thursday): The University Chancellor and Lok Sabha Speaker, Hon’ble Smt. Meira Kumar laid down the foundation stone at the 300-acre campus-site amidst great enthusiasm and fervour in Panchanpur, in the district of Gaya in Bihar. Hon’ble Shri P. K. Shahi, Education Minister of Bihar was present as distinguished guest on the occasion along with Shri Sushil Kumar Singh, Member of Parliament, Aurangabad; Shri Hari Manjhi, Member of Parliament, Gaya; and, Dr. Anil Kumar, Member of the Legislative Assembly Tikari.

Prof. Janak Pandey, Vice-Chancellor was present on the occasion along with the other members of the Executive Council, Pro-Vice Chancellor Prof. Debdas Banerjee, Registrar Prof. Mohammad Nehal, faculty, officers, staff and students. A large number of people from the neighbouring areas and other parts of Bihar gathered at the CUB’s upcoming campus to witness the grand celebration.

CUBET (Central University of Bihar Entrance Test) 2016: Taking a step forward, the university decided to conduct its online entrance test independently for admission of students in the academic session 2016-17. The online entrance test was declared to be conducted at 62 centres across India on 28 and 29th May, 2016.
