Proctorial Board is primarily responsible for ensuring that rules and regulation are being followed by the students. Central University of South Bihar has constituted a proctorial board to deal with matters related maintaining discipline in the campus. The board has the power to take cognizance of any breach of discipline by a students, and if the circumstances so require, to take immediate disciplinary action. The board is responsible for monitoring the disciplinary climate prevailing in the student community and to take preventive steps such as issue of notices, warnings, instructions regulating certain acts, and other arrangements for the purpose of forestalling acts of individual or collective indiscipline

Structure, Functions and Power of the Proctor

  1. Structure : The Proctor is assisted by a Deputy Proctor and Assistant Proctors (For detailed information regarding the office bearers see
  2. The domain of the Proctor includes, inter alia:
    • To monitor the disciplinary climate prevailing in the student community;
    • To take preventive steps such as issue of notices, warnings, instructions regulating certain acts, and other arrangements for the purpose of forestalling acts of individual or collective indiscipline;
    • To collect relevant facts about the incidents of indiscipline, evaluate the evidence and decide/recommend the quantum of punishment to be imposed on the erring students. Whenever considered necessary, the Proctor shall place the relevant information before the Vice-Chancellor or the Discipline Committee for their decision;
    • To Issue all orders relating to disciplinary proceedings against students;
    • To function as a secretary of the University’s Disciplinary Committee;
    • To frame rules and make arrangement for the maintenance of Cycle/Scooter/Car stands in the University campus;
    • To maintain liaison with the local Administration in matters regarding the law and order situation in the University Campus;
    • To advise foreign students’ regarding registration with local police and visa related matter;
    • To supervise security and safety environment of the university campus.
  3. The power of the Proctor includes, inter alia:
    • To suspend or institute proceedings in cases of breach of discipline, referred to him by the Vice-Chancellor or reported to him by any other person or noticed by himself;
    • To suspend or rusticate a student up to a maximum period of two weeks; and
    • To impose a fine as prescribed from time to time.
